That's not really true, while fully unbundled fibre isn't here yet GEA is fairly close to LLU copper in functionality and I believe sky are using it.
Even if they are using the BT managed package that's still BT Wholesale and Sky should be free to set up their own throttling completely free of what BT Retail decides on.
I can't answer the question, do sky not publish one of those traffic management grids other ISPs have adopted?
