Question on Sky Fibre Unlimited UPLOAD SPEED

Sky told me the Unlimited (not the Pro) comes with upload speeds between 2 to 9.5MB/sec. This after a previous call to them suggested it would be 15MB/sec. What I found curious was that the upload speeds offered on Fibre Optic would be higher. Well, if external factors influence the Unlimited Upload speed to be up to 9.5, then wouldn't those same factors be present for the Unlimited Pro?

Are they intentionally limiting upload speeds, or boosting them for Pro customers? What accounts for the difference?
