Funny.. My friend rang me to ask my advice as he has exactly the same problem.
He took his makes/usb adaptor back to Argos to swap them but the replacement is exactly the same!
Apparantly, when he is in the game (i.e singing) the mics are perfectly quiet, but when he is in the menus, he gets the buzzing.
I have had Singstar myself for many months and have never seen this, so there is either a 'bad batch' or perhaps there is something unusal about both your configs.
Care to share details about your setup, so that we can see if you have anything in common?
