TM6900: RF-out not working

For some reason I cannot tune the TV (either new HD ready) or old 4:3 TV to the RF out on the TM6900.
I know that the cables are good because the antenna connected to the 6900 (RF-in) is being used by the TV to pick up terrestrial channels.
But I can't tune in to whatever channel is showing on the receiver.
Anyone had the same problem?

I don't know the TM6900?
Are you sure it has an RF modulator?..maybe it's just got RF Loop-through.

Since this is a HD receiver, what you are saying makes perfect sense -- good for loop thru only. Why would anyone want to view an RF channel?

However, there is a Q&A at the back of the manual:
Q. How do I tune the RF output of the receiver to my television?
A. Your receiver's RF output has been defaulted to PAL I and channel frequency 40. Apply the tuning setup application of your television

In that case it sounds as though it does output via RF on CH40.
I could understand you not being able to tune it in on a Digital only tuner LCD TV but if your old 4x3 has an analogue tuner it should be able to tune to it.
Have you connected by scart to prove the receiver is actually working?
Can you supply a link to an online user manual?

Dr Mark,
The manual (along with other mistakes, eg spec in front states unit has RGB output as does the spec on Technomate site. Spec in rear states RGB loop throu only), is wrong. The TM6900 does not have a modulator!! I have checked with spectrum analizer, and I have seen this quoted elsewere.
You will have to use external modulator with loop through.
