Ok, so my nasa theory wasnt feasable but how about this one;

Electric cars, ok nothing new here and im not sure if its already been implemented either, but my idea is to put dynamoes [as well as the alternator] on the wheels so it "helps" recharge the battery, so instead of just the alternator you have four other electric sources being utilized. =D

this is probably being done right now tho so im a bit behind, but i have thought of this for like the past 5 years but never had the know how nor the equipment to do it =D

It does look to me as though you are trying to re-invent the perpetual motion machine...

You can only usefully extract energy from the motion of the wheels during braking, when you are trying to slow them down. Otherwise it's just energy you've already put into them to get them turning. The more sophisticated type of electric or hybrid vehicle already does this - it's called regenerative braking. As an alternative to generating electrical power, you could also store energy in a flywheel during braking - but this has some "interesting" gyroscopic consequences which need to be considered.

You are right: this is nothing new. It's called regenerative braking and has been used by electric trains (inc. tube/subway) for many decades.

In fact, all electric motors act as dynamos/alternators. It's just a matter of exploiting the fact.
