I tried charging the Touch using my PS3 USB port, as well as an external USB hub yesterday, but neither worked - It only worked when I plugged it into my laptop

The chargers visually speaking are no different.
A lot of stories flaoting about as to why older chargers don't work.
Some have a conspiracy theory that apple want you to shell out again and purchase their branded products.
It seems as though apple have changed the internals of the ipod touch, which for example if you were using the dock to charge, the older dock connecter has two power supply pins: a 12V "Firewire" one and a 5V "USB" one.
Since the Firewire pin could take even higher voltages (up to 30V) so long as amperage didn't exceed 1A, many manufacturers opted to use it instead of the fixed 5V USB pin because it was cheaper than altering the supplied voltage at their end; after all, Apple had the resistor circuitry in place to reduce whatever they were feeding the firewire pin down to the 5V the iPod actually required.
What this means is that you might need to shell out for new chargers that feed the correct amount of voltage.
It's just a way for apple to cut costs by removing the resistor circuitry, they even use a different screen, the 1g and first gen iphone had superior screens to those in the 3g iphone and 2g touch.
It's worth checking on the apple site for compatible chargers.
My gfriend wasn't happy that her bose docking stand (used with her classic) was incompatible with her ipod touch.
