Its a suck and see situation but really the original source should do a far better job of upscaling. Its got the raw data to work with, to process and create a higher resolution image. The television has to reprocess the final data which in theory shouldn't be as good.
Connected to my Plasma I have quite a few DVD capable devices; Samsung HTDM150 (mainly used for sound but can show DVDs via composite (yuck), Panasonic DVD recorder E85 I think connected via scart RGB, Xbox 360 via VGA, Original Xbox via component, PC via dvi to hdmi, Toshiba HD-EP30 via hdmi and finally Sony PS3 60GB via hdmi. The Toshiba is my main dvd player as it seems to upscale a bit better than the ps3 plus is multiregion hacked. My Plasma is only 720p but its 1080p/24hz compatible. It gives a truly fantastic picture with hddvds, blu-rays and DVDs upscaled via the Toshiba which are recorded at a highish bit rate. I can see the difference between dvds and blu-rays but I don't really care about the difference so really I only buy very occasional blu-rays now. I'd rather buy a dvd version most of the time. For me the Toshiba does a far better job of upscaling than my Panasonic 42PX80. The PS3 is almost as good but not as good as the Toshiba but the PS3 is definitely better than my plasma's own upscaling.
