Playstation Network Timeout

Having read a few posts ive found out im not alone on this subject but so far ive found no answers or a cure.
Here's my problem,
i have 800@~*%23 numbers appear on screen, psn timeout, random times psn signs me out but wont let me sign back in, and when i do a connection test and everything has passed and try to sign in psn times out. How do i contact Sony to voice my views on this matter

Please if any1 know's how to sort this out let me know before i do something stupid...... like buy an XBOX

When does this happen? (I.e is it mostly the evening time) and who's your ISP?
