Buying Stuff From US Store

The LBP MGS pack is up on the US store, would I be able to buy it from there? And would it be cheaper?

LBP DLC is region-locked, so even if you buy it, you can't use it with a UK disc. You can't even use a free US costume with a UK game

If I buy a downloaded game from the US store will I be able to play it with my UK account?

Im quite sure games are NOT region locked.
