yeah - open a command prompt and type "ping bbc.co.uk" without the quotes.
You will get something like this:
C:\Documents and Settings\xxxxxxxxxxxxxx>ping bbc.co.uk
Pinging bbc.co.uk [212.58.224.138] with 32 bytes of data:
Reply from 212.58.224.138: bytes=32 time=32ms TTL=119

(Done from my work computer - if i do this from home i get steady 23/24ms)
What i found when i was with Virgin was it was fine during the day until 4pm or sometimes a little later but then the pings would shoot up to the point where i couldn't play online. Virgin denied it was a problem of congestion blaming everything from bad weather to my neighbours goldfish tank (not that they even have a goldfish tank) until i sent them details of various ping tests and traceroutes i had done at which point they confirmed they were congested and suggested i look for a new ISP as they had no fixed date for increasing their capacity. That was about 2 years ago - i moved immediately and have never regretted it.
