vrod, I have to take sides with with Moogle here, Sony is not necessarily to blame for the error. It is the software makers that decide to not put both PAL and NTSC encoded versions of games onto the same disc that are to blame.
As the HD resolution (horizontal x vertical pixels) of the two video standards match, only the frequency is different, which doesn't matter for the processing chip and so both PAL and NTSC versions can be read and processed. For SD, PAL runs at 576 lines and NTSC SD at 480, the resolutions do not match, so the processor will come up with an error if you try to feed the 'wrong' (or incompatible) information.
You could argue that Sony should just make everything multi-region, multi-format and multi-current, but then a) who else does, b) how many people will actually use it and c) who is going to pay for all that. So, it's pretty fair to say that Sony is not at fault here. The software companies, however, would just have to include a differently coded SD version of their engine and sorts on the disc. This is (obviously for most studios) not a big task, hence the recent large surge of compatibility. They have noticed that there's a number of people out there and that it is actually cheaper to make a 'one fits all regions'-disc.
What is a bit weak is that Sony customer care only told you to get a new HD screen (which technically solves your problem, aside from buying a new PS3 of the correct region, I guess) and did not explain the error to you in detail. I assume you have asked for a detailed explanation.
So please, before berating other people that they don't know what they are talking about, please make sure you do yourself. Oh, and a spell-checker works wonders  .

Hi
I have
US PS3 + HD Ready TV (Samsung LE40R74BDX) + GT5 PAL version
I currently get the same error 80028F10 when i try to play GT5. I want to know that if I buy the GT5 NTSC version, will i able to play it. I don't want to buy without knowing whether it will solve the problem or not.

hey guys
i have a US PS3 and a HD TV, other english games like Rainbox six vegas and call of duty worked fine
however i got GTA IV today and it will not work im getting the error code 80028f10 is there anyway round this?
Would really appreciate any help

to both of you above. do you have your output at a HD resolution (720p, 1080i, or 1080p).
i have gt5 prologue uk version and in the above modes it works fine, but the game will not run in 480i/p.
I dont have gta4, but it would be the first i have heard of a game not working in HD resolutions.
Check your video settings.

Just to confirm with you. Are You are running the gt5 uk version on a US or NTSC PS3 console?
Another thing is i tried to change the video settings in PS3, currently selected as "Standard NTSC". I changed it to 720p but then the screen went blank for 30 seconds which as per PS3 documentation means that my tv doesn't support 720p. But i know my tv is HD ready.
Is it that i need to change my TV settings somehow so that PS3 video settings gets successfully changed to 720p.

hi,
i have a US NTSC 60gb ps3, connected to either my toshiba 36zp48 or a 1080p monitor, or a 720p projector
on the toshiba tv i get the error.
on the projector or monitor i can play the uk gt5: p fine at up to 1080p (using component or hdmi).
if you are using the lead that came with the ps3, you will need to replace it with one that can carry hd signals, either HDMI or component (red green blue leads) in order to get a 720p signal.

Thanks a ton, for your advice. I bought an HDMI cable yesterday and the game worked and output at the resolution of 1080i.
I was thrilled to see it work, as i just bought the PS3 to play GT5, as i am a fan of car racing. Without it working, it was a big loss of money for me.

Hi there,
I have a ps3(from japan NTSC), a SD tv( PAL Australia), and GTA 4 (PAL).
can someone please confirm this for me, that the only way i will be able to play my gta 4 is either:
1) buy a hdtv
OR
2) buy a PAL ps3 ( does buying a PAL ps3 allow me to play my gta 4 on my existing SD PAL TV? or will i still need a hdtv?)
