HS10 fan question

When should the right hand fan as you look at unit be on?

Mines seems to be off nearly all the time. Have had a couple of funny shutdowns recently, so not sure if it is related

Ok got a confession to make.

The fan is on all the time. What i have been seeing is the plasric structure in front of the fan. Looks like a fan as well . Of course when the fan is spinning you cant see it

Had a knife up at it trying to move the plastic structure.....ill get my coat now
