infocus x9 rgb to vga

hi as its my first time here apologies as this is my first projector.my problem is i am watching cable box through s video. to improve pq i bought scart to vga through which i should get rgb as the picture is better.my pj does not accept 15khz but starts at 31khz.is there any way round this.help much appreciated
