I Tunes Can't create account Erroe 9812

Please help. I've just bought a 32gb itouch for my son for Christmas. I've loaded the latest itunes 9.0.2.25 and tried to create an account but keep on getting error 9812. I have Vista Premium. Can anyone help or point me in the direction of a thread that can?
