GC Mario Kart JAP version playable?

I was just wondering if the JAP version of Mario Kart: Double Dash is playable even if you don't read japanese?

As it seems to differ a lot between different games how much english they use in their menus. For example I found SC2 really good, whereas F-zero GX was not at all easy in that aspect.
