Yes they do use high voltages. The way light is generated is the same in FED/SED as in CRT, i.e. high energy electrons strikes phosphor to produce light. Small quantity of radiation would definitely be emitted. But perhaps they can trim the electron mobility better with a closer emitter than they could with a cathode ray emitter.
