Either Zelda has a massive bug in it or I'm loosing my gameplay skills.

Probably the latter, so I hope someone has the answer.

After visiting the fairy who gives you the fire and ice arrows I went to the ice island and got the heavy boots. But upon leaving I cannot switch between fire and ice arrows anymore.

Do you have to do something to get the option back

Maybe you've run out of magic power? Since the fire and ice arrows need magic to be used.
