Is this a Bee Gees song?

I was taking a wizz in the bathroom of a restaurant and playing over the speakers was probably THE most depressing song I have ever heard.
Im sure the lyrics said something about 'raining all the time' and 'they wont let me out of here' Im almost positive that it was the Bee Gees - does this ring any bells? What is the title? It definately wasnt in the disco style that people associate with the Bee Gees these days and he didnt have a really really high voice, so it must be something from there earlier years.

Any help would be great!

Re: Is this a Bee Gees song?

Was it "I Started A Joke" by the Bee Gees ?

It was also covered by Faith No More :
