It was one of the first releases on Blu-Ray and has also been slated when I read reviews of it.
Take this for instance from dvdtalk.com "

A reissue of The Fifth Element is now available, and I wouldn't be too surprised to see a reissue of House Of The Flying Daggers at some point in the future.
If you still haven't been put off then the dvdtalk review also states "
House of Flying Daggers debuts on the Blu-ray format as one of the premiere launch titles from Sony Pictures Home Entertainment. Like their previous DVD edition, the Blu-ray contains only the movie's American theatrical cut, which was trimmed of some violence to earn a PG-13 rating." So in answer to your question, it has been cut. The UK rights are currently held by Pathe, who I believe are HD DVD only at the moment (I could be wrong about this).
You're best bet looks to either be an American uncut reissue, or Pathe to eventually go format neutral and release it.
