Is there a DVD Burner that creates chapters?

I'm looking to invest in a DVD burning program that can burn media files to a good standard but that can also allow me to insert chapter markers at very specific points on the file's timeline.

Nero only seems to let you choose to put them in at 5 / 10 minute intervals.

Currently my only option is importing the file into final cut and adding chapter markers on the timeline so that they can be recognised by iDVD.

However, I want to avoid going to final cut as I'm working on a PC.

you can manually adjust the the chapters and have them where you want, to this you baically hover the mouse over them and drag right or left, allows you to add your chaptrs at appropriate times
