system fail cpu test A7N8X

Hi, i keep getting a constant sound from my speakers (system fail cpu test). I heard that this motherboard suffer from capacator failure on the motherboard. I have looked at the motherboard and they seem to be not split or vented etc. I have installed asus pc probe and there seems to be a problem with a voltage (+3.3v) it keeps going into the red at 3.8v) could this be the problem????. The computer runs fine if it was not for the sound through the speakers i would no difference. I have also heard it could be a PSU fault or processor (2.8 athlon xp). please help as this constant sound is driving me nuts, Thanks in advance
