Which is the faster processor?

a) Intel Pentium 4 with 2,800 MHz
b) Intel Pentium 4 with 1,600 MHz Dual Core

Assuming all other aspects of each PC are the same.

The dual core is faster due to the fact it uses a more efficient design. The regular P4 uses nasty Net Burst technology.

My D820 (Dual core @ 2.8GHz) is not as fast as the E2140, so I doubt there is any contest between an old architecture single core 2.8Ghz Pentium and the new dual core Pentium.

Definitely dual core processor is faster coz it uses resources more efficiently than a normal processor.
