Samsung SGH-F700 - Limited service-please help me

I've been given a phone from my work which has never been used. It is a vodafone phone but i have unlocked it as i am on a contract with Carphone warehous O2.

If i put my O2 sim in the phone stays in a "limted service" mode and i can only call emergency services.

I thought the phone might have been blocked/blacklisted in error but vodafone confirmed it hasn't

I then tried an Orange Sim and it worked?!

When the O2 card is in the phone i get good signal but there is a phone up in the top right with a red line through it...

Im totally confused and would really appreciate some help.

the fones network locked to voda. it wil just need unlocking

i have unlocked the phone myself i think.
you can type something into the phone and it tells you if its unlocked and it seems to be.......this is why i cant understand this problem.
any other suggestions?
