First off, there is nothing "illegal" about hacking the iPhone to allow third-party apps to be installed. Jailbreaking the phone violates the software license agreement, and is technically breach of contract, but in reality, all it does is to invalidate your warranty should you send it back to Apple in that state! With a legitimate UK iPhone, alll you would need to do is to restore to the latest firmware to put it back in a state in which Apple wouldn't even be able to tell you had jailbroken it.
There is now a third party app which deals with SMS forwarding and deleting - SMSD. I haven't tried it myself, but you will be able to install and run it on a jailbroken UK iPhone.
As to whether Apple intend to fix this - who knows? If they do, the first we will know about it is when the relevant firmware is released - Apple never preannounce firmware features. (Half the time, they don't even admit which bugs they've fixed...)
