Best and cheapest 3g data provider for VOIP - PAYG preferred

Seems the t-mobile web n walk blocks it.
The £1 a day gprs unlimited for t-mobile payg prohibits voip.

o2 don't seem to have a payg data plan

Am looking for a provider that allows via data card or SIM
1) SMS
2) data as a modem to connect to VPN or browse web/email
3) Voip

I dont care about calls.

Hoping for a cheap PAYG type service and aiming for £15 a month. I dont need hardware.!

Its something that mobile phone companies don’t like you doing, as it is taking call revenue away from them.

Be fantastic if you could though

Just looked at vodafone. Seems data prices linked to plan.

I dont mind if it is a wifi hotspot servivce, plenty of coffee places around.
Does not need to be 3g although the more mobile the solution the better.

I could make do with a hotspot only service if cheap enough.
