Ported numbers - calling what u think is same network

Came across this story,

Is this still the case. My wife is on o2 ported from orange on contract.

I was thinking of transfering my mums orange PAYG to O2 and my T-mobile contract to O2 to get cheaper same network calls.

Wondering on the current situation relating to article and ported numbers.
