can wap part of mobile software be removed / disabled by service centre?

I am currently researching the validity of a court order imposed upon a client.
He is subject to a banning order in respect of internet usage as well as ownership of products that can connect to the internet due to a fraud conviction.
Obviously most new mobile phones come with a wap browser, which is classed as a form of internet.
What I would like to know is is it possible if a phone was purchased for him from any of the main manufacturers that the software could be altered either the manufacturer themselves or one of their repair / upgrade centres to either remove the wap menu or the browser itself or disable it in some manner as this would then satisfy the court order and enable him to own / use an upto date mobile Telephone.

It is possible for the mobile company to disable wap access.

That or he could just buy a phone that has no access. The Nokia 1600 springs to mind.

anyone else?

As he is a business user he needs a phone that is capable of connecting to a blue tooth car kit etc and also has some further functionality over text messaging, looking at the phone you mentioned it has no BT.
I know the phone company can disable it, in the same way no settings on the phone mean no access but the courts stance is that it still 'could' connect if the settings were added or if a different sam was added.
anyone else got any ideas? thanks in advance
