cheap camera phone

anyone able to suggest a good mobile phone which has a decent camera and is cheap? its for my brother who has some learning difficulties but in the past he has had phone such as 5210 and various others but all end up broke lol. Or if this is hard then maybe a decent digital camera easy to use
