I can only connect to the internet if either Wireless or EDGE are enabled.

Yes that is correct. You are disabling all of the services that get the data into your phone
the Data Roaming toggle in the settings menu is there for when you go abroad and roaming on a foreign network - this will stop the phone from trying to download data (email) and preventing you from incurring a large bill
Think of SBSettings as a quick way to enable and disable the radios in the phone to prolong your battery life when not using them. I have hidden the EDGE toggle, and just have the 3G and WiFI toggles visible. When at home, I toggle 3G off and WiFi on, and when out at work I toggle WiFi off, then just toggle 3G on when I am using the phone - when I put my phone in my locker during my shift I turn 3G off as its not needed. The phone will then still download emails etc, but speed is not important as I am not using it! with EDGE left enabled in Settings it will toggle between that and GPRS depending on the signal. Both of those radios don't sap battery life that bad compared to the 3G radio.
