USB Charge / rebooting cycle

Having an issue today with my 3G iphone.

When I plug it into the USB connection on my computer, to recharge it, I have follwoing issues:

1 - PC no longer sees the "new" USB device.
2 - phone starts to charge but after couple of minutes get the white spinning wheel in centre of the screen, then it reboots phone.
3 - phone comes back on, vibrates twice, starts to charge again, then the cycle of spinning wheel / reboot starts over again.

Any ideas?
