My sister has an iphone which she has jailbroken so that she could use a t-ilemob sim with it. Anyway, for whatever reason she didnt use the phone for a while and has now forgotten her passcode to get in to the phone.

I think she has tried whatever the maximum number of attempts is.

Any tips on how she can get back in to the phone again?

restore will just come up with the pass code again (if the passcode was set and the phone backed up.) the only option is to wipe it and start again.

how can i wipe it?

Is there anything O2 can do, if my sister puts an o2 sim in the phone, which she did originally have (i believe)
