Is their a GPS app that does'nt connect to the internet to retrieve map information/etc. The reason why I'm ask is that in a couple of weeks time we are of to Paris and I don't want to come back home and face a huge mobile phone bill for data usage.
Any information would be great

There is tomtom and copilot - these don't need to use the internet as all the maps are pre-downloaded and installed when you buy the app.
I have copilot on my android phone and it works really well + its only £25.99

A friend just bought the Navigon app when his TomTom died and thinks it is vastly superior to his dedicated TomTom

I took my iPhone with Navigon installed to Spain with me over the summer and it was flawless, including the lane assist and reality view. That was with Data Roaming turned off too |

If your friend's tomtom is a few years old, no wonder it looks dull compared to the recent navigon.
But a recent stand alone tomtom is a complete different story.

If u r not looking for a car satnav then there is an app similar to google maps which allows u to download the map eg of Paris while u back home over wifi and then u can turn roaming off when u r abroad and can still use the map. It's called Offmaps

It's called Offmaps | I'd second that. Offmaps basically caches Google maps, and works very well. I used it recently in the States. Only costs £1.79.

Offmaps works quite well but can be really tedious as you have to download all of the map areas you want manually and for a city the size of Paris it is likely to take ages to get all the levels.
I recently went to Vienna and did have Offmaps with a load of maps but also downloaded a couple of the actual guides & maps for the city itself available on the app store.
There are loads of Paris ones available if you do a search on the app store (for Paris).... some are free, a lot are paid; so it might also be worth trying a few of those (they can also save you buying a guide book).

If you search on Maps in the appstore, there seem to be plenty of offline maps you can download that make use of the GPS facility.
I haven't tried it, but maps 2 go seems good value in that you pay £1.19 only once, and can then download all their maps (currently 70 cities)
or Paris 2 go
