Photo Stream

I'm trying to decide between 16gb or 32gb iPad.
I have a 32gb iPhone but half the space is music which I won't use in an iPad.
Want I can't work out is if the photo stream will use space on the iPad. I know they are stored in the cloud but are they actually downloaded to the iPad as well?

Yes, they are downloaded as they are available to browse offline.
