Actually, you dont need a pricy card. I got one of these:

for around £35 (it was a while ago! price has come down even more!)
I plugged my 360 hd dvd add-on into my PC and watched some movies through it. No slow down or judder! I actually preferred it over the 360 (a lot less noisy, etc) so it stays plugged in the pc now!
So, for around £170 (the price of the card and the drive) you can turn your pc into an ok blu ray/hd dvd player!
