Minor works, indoors, outside of a kitchen or bathroom area (doesn't necessarily include things like downstairs loos in the bathroom bit either), don't require testing or a certificate. Examples include things like replacing existing fittings, and wiring new spurs and light circuits onto existing installations. To replace an existing socket faceplate you don't need to notify the local authority, or pay an electrician... Check out DIY - Home Improvement - Do It Yourself for more information.
