OT Laminate Flooring over concrete?

I live in a council flat (someones got to, right??).All the floors are concrete covered with tiles.Do I need a damp proof membrane? This is on the third floor.

Hi, if it is a click system laminate it will generally lay on a dpm underlay the only issue really would be sound suppression your neighbours under you will probably hear you walking about certainly to keep the peace felt pads under wood furniture you move around regulary ie dining room chairs etc

Sound is not a problem...unless it is magnified by the laminate.The room below is my living room. I am guessing that DPM stands for damp proof membrane?
So you need to lay a dpm regardless of whether it is on the ground floor or not?

The stuff Ive used is like very thin polystyrene and is on a role and only cheap, It cuts the chance of having any condensation build up between the concrete-tiles and laminate. But even if you don't bother with this you shouldn't have any problems in your circumstances

B&Q sell a couple of cuple that would benefit you. One is called Combilay which is a sort of foam underlay that works really well, but the product i would recommend just because i have used on many floors that i have done, is called WoodFibre, it is 6mm thick and is green fibre board and comes in packs of 19 sheets which will cover just over 9m square for about £20. Very good for noise and i have it installed over a concrete floor with tiles (ex-council flat), and i have layed engineered real wood flooring on it and works perfectly.

Thanks guys. One more thing.
What do I need to cut the laminate boards? a saw? or a Stanley knife? I own a Stanley knife, but not a Saw so need to have everything to hand on the day.
Can you tell I'm not too big on DIY

You will need a saw/saws. Laminate is very hard. When ever I have fitted laminate floor I have used cheap £1 saws from B+Q they are crap and will only cut a coulpe of packs worth of boards but do the trick. No point in making a decent saw blunt.

I wouldn't use a knife (you'll be there all day just for one bit!) - use a saw, jigsaw or for the best results and quickness use a chopsaw with a fine tooth blade.
