The way the OP has suggested will provide a better barrier to the transmission of noise to the upper level. The air gap, if properly sealed is more efficient than thickening an existing surface.
The weight of the ceiling will be determined by which hangers you use. AFIAK the less contact between the 2 layers the better - moreso if the fixing has to penetrate the original surface.
