Whole room sound proofing

Hi guys!

Got a bit of a sound proofing question and it seems like there must be someone with the knowledge on here!

I play very loud and horrible punk music in a band, our old lock-up / practice space has just been closed so we're forced to pay upwards of £100 a weekend to practice. I've just bought my first house and it has a decent size garage (3.68m x 8.13m) but its only about 10m from next door! What i need to know is:

a. Is it possible to soundproof this so it is really really really quiet?
b. How much?

As the garage has a side door i thought about removing the garage door totally and having a wall there, but then i realised i'm going to have to sell this house at some stage and i don't think many people have a need for on site soundproof rooms. What i would probably do is built a makeshift wall inside the garage door as i wont ever use it. Obviously with the size of the garage i can afford to add layer after layer of soundproofing, obviously if i can do this on a budget that would be ideal as i'm very skint now!
