lights problem

Dont know if any one can help, but father in law was changing light switch when he got an electric shock. the fuse blew and has now been changed for a new one. (the old style fuses where you change the fuse cable) but the lights still dont work. he said the power was off when he got shock, but something must have been on.all fuses are ok.
can any one suggest anything else to check or is it time for an electrician
