In my lounger i have a light switch, 2 switches on it , one turns on 8 lights the other 6.

The lights are the small halogen down lights that are 35-50w per bulb.

Do i need a special light switch for this many bulbs or can any do?

I would like one with presets or like the look of the lutron that allow you to flick the light on or vary the dimmer.

Any recommendations dont want to spend more than £60-70

any switch will do as long as its 2 gang ...even a dimmer,but the bulbs themselves have to be dimmable.

You need to be very careful with dimmer switches, as some have to be down-rated depending upon which lamps you are controlling. Even if on the label it appears to be sufficient.

Some lamps also have specific instructions for dimming, the CFL GU10 dimmable lamps are an example of having to downrate the dimmer switch.

I've been to 2 jobs now where the dimmer switch has melted because of this down-rating had not been took into consideration.

I'd agree, but the 2 jobs with the melted dimmers were fitted by qualified people!
sometimes you have to read the instructions and not assume that the rating stated is the rating for all circumstances.

every time.....as a fully versed person i would have said exactly the same....as ive also seen some horrendous work by "competent persons"

Try getting one out to quote you for what dimmer switch you need or even just to change it.
