Open Cans will leak sound, in and out.
Closed Cans are sealed, so less leakage.

If you don't want sound to leak then perhaps the Beyerdynamic DT770/80 Pro, these should cost between £70 & £80 with postage (so a tad over budget).

What would you use to drive the headphones?

Re: any recomendations for this

The reason I ask is that the DT770/80 Pro are 80Ohm, you don't need a amp but your amp should drive them OK.
