HDMI power on/off capabilities -how does it work?

HDMI power on/off capabilities -how does it work?

I have a Sony Bravia TV which has the option to have 'HDMI control' on or off.
I have a Sony STR??701 receiver that has the same option.
I have a Netgear EVA8000 digital entertainer and a PS3 that use HDMI cables.
If the TV has HDMI control on and I switch the receiver to some other device (such as PS3) the EVA8000 freezes and the TV screen goes blank. It's as if the HDMI control is switching the device off. So the question is, is this how HDMI control is meant to work? If you switch to another device does it switch the previous device off?
