HDMI to PC monitor ?

Smile HDMI to PC monitor ?

Hello everybody!
I have a IPTV decoder which outputs HDMI and SCART.
I also have an HDMI to DVI-D cable but when i connect the decoder
to the pc monitor (which has VGA&DVI inputs) it says "out of scan
range 28.1khz/50hz"
Is there anything i can do that wont cost as much as the converters (60-150$)
Note that im very familiar with soldering and electronic circuits.
