I personally think its a mixture of all 3. Many programmes on BBC HD have been like this in the past. Although there has been a major improvement in the last few months, the qualityis not what it used to be. The encoders cant really cope with dark scenes and when the camera is moving at a decent pace then its very noticable the bandwith is lacking on this channel.
Some shows shot with good natural light and little movement look very good on this channel cuch as antiques roadshow. As soon as theres a show with lots of darker scenes and movement then it struggles.
Was never a problem when the channel was running with higher bandwith, but some people believe on the day the bandwith was reduced the BBC decided to film shows differently lol.
