help ... stainless steel hob question

just had a new oven and hob fitted, everythings working fine, but ... the hob (stainless steel) is getting hot, as if the rings are heating the whole thing up, if that makes sense, just wondering if thats normal ?

the only things that are not hot are the dials

(only ever heard of electrics being called rings)
