Getting rid of Business Waste

Not sure if anyone will be able to answer this one but here goes -

We own a Newsagents shop and have had a visit from the Local Council asking how we get rid of our rubbish.
We have agreement with Poundstretcher next door they put our rubbish in with there waste and we give them a bit of discount in the shop have been doing this for over 15 years.
Now the council are saying by law we have to have a waste certificate in the shop costing around £150 and have a waste carrier collect it.
Looking on the Internet I cant see any place it says we need a certificate it says the people collecting it require one but cant find any mention saying we need one.
Anyone any idea sounds like the council trying to make a quick bit of cash but maybe im wrong.

Ask them how much Sellafield pays per year for their waste certificate and does the Irish Sea hold a valid carrier's certificate to export dangerous waste.

Where I used to work, we had to have a 'Duty of Care' certificate provided to us by our waste collector i.e. Biffa - they analyzed our waste and listed it down and charged us for correct landfill site accordingly. It is law that business waste does have to have a 'Duty of Care' certificate but not sure if that would be large waste collection.
