free on line legal advice?

can anyone reccomend any sites that offer free legal advice or at least point you in the right direction ?
we're currently trying to get an appointment with citazens advice but this is turning out to be a bit of a nightmare.
basically to cut a long story short my mother in law passed away and the council want the money back that they paid carrying out a disability renovation grant.
as she passed away within a 5 year period the money is repayable,apparantly the debt does'nt die with the debtor........we are not amused

I know none of the circumstances, but, not legally, but morally, either:

1. Write them a letter expressing your disgust at their insensitivity and ask them to request the money at a time in the future when it will not reduce your partner to tears.

2. Ask them if their implied suggestion of reinstating a restriction to disabled access to any premises shows foresight and good nature - ask what will happen if someone else requires a grant for access to the same premises and the access was not maintained or removed.

Either of these should keep them off your back for a while or make them realise it will cost more money than it is worth to argue the points you can make.

i've just been looking at the local government ombudsman who look into complaints,so i might try there.although it has to be said their downloadable complaint form is a little feeble....the disability thing was based on mental grounds....not that you'd know that mate......thing is they are really taking the p*** the work that was done is shoddy and if i paid half the price they're stating i'd be feeling pretty ripped off.... i think someone somewhere has done alright out of this and its makes you wondered how often this goes on,no wonder they're talking about putting up council tax again
