Thames water advice needed please

Apparently, my house shares it's water with 2 other houses (one next door and next one up). Next door but one had a Thames water official round today and told him he could hear a leak (running water). The mains runs along the front walls of the 3 houses. The Thames official also said that no matter where the leak is found, all three houses would have to share the cost of any work that is done because it is a shared main, does this sound right. e.g. if the leak IS found at either next door or next door but one, why should i pay any cost for the work that is done, surely this is down to lack of maintenance On Thames water behalf.

On another note, SHOULD i have to pay, would the buildings insurance cover this?

thanks in advance for any advice.
