Indeed it is, and deeply corrupt. This is because Somalia is a clan-based culture and unused to modern systems of government. That's why extremist regimes seem to flourish there- including both Soviet style Communism and radical Islam. The people there seem to view totalitarianism as being the only solution to the country's problems. I recommend (again) Aayan Hirsi Ali's book 'Infidel', in which she describes vividly the lifestyle she grew up in and witnessed there.
