Prisons to empty as scum repay their ill-gotten gains?

It has been suggested by Mr Whitewash-Powder-Keg, the leader of the audit on MPs fraudulent expenses claims, that much space could be saved in our overcrowded prisons. He has recommended that the scum be allowed to repay any money they made out of their criminal activities in exchange for their freedom and a clean police record.

He has also suggested that they should be retrained at public expense in trades like moat cleaning and duck house construction to ensure they "go straight" in future. Some MPs are resisting the idea on the grounds that such scum don't deserve to get away with criminal behaviour and would re-offend as soon as the media spotlight moved on. PM Georgi Brown is said to be keeping a closed eye on the issue.
